The Law assigns duties and responsibilities to the Board of Directors of the Agricultural Insurance Pool to determine the implementation principles for the operation of the Pool, the principles and procedures for loss assessment procedures, to enter into agreements with insurance companies and Agricultural Insurance Pool Management Company that wish to operate in the field of agricultural insurance within the scope of the Law, to carry out and propose studies to determine the risks to be covered and premium support, to identify problems encountered in practice and to carry out studies to resolve them. The Board consists of seven members, two each from the Ministry of Agriculture and Forestry and the Ministry of Treasury and Finance, and one each from the Insurance Association of Turkey, the Union of Chambers of Agriculture of Türkiye and the Agricultural Insurances Pool Management Company. The first members of the Board, who served for three years, were appointed on 16 January 2006 with the approval of the Minister and started their duties.
Dr. Ahmet BAĞCI was born in 1981 in Afyonkarahisar. He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Economics. He completed his master's degree at Gazi University Institute of Social Sciences and at Middlesex University in England. He completed his doctorate in Economics at Gazi University Institute of Social Sciences and served as a visiting lecturer at the Police Academy and TOBB University of Economics and Technology. He worked as an expert at the Ministry of Culture and Tourism and the Ministry of Treasury and Finance. He held various positions respectively at the Court of Accounts, the Ministry of Youth and Sports, and the General Secretariat of the Presidency. He served as Acting General Manager of Tarım Kredi Holding A.Ş., Deputy Chairman of the Board of Directors at Gübre Fabrikaları A.Ş., and Deputy General Manager of the Turkish Agricultural Credit Cooperatives. In 2022, he began his duties as the European Union Brussels Counsellor. He was appointed as Deputy Minister of Agriculture and Forestry by Presidential Decree dated June 22, 2023. Dr. Ahmet BAĞCI, who is fluent in English, is married and has one child. He has been the Chairman of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since 4 August 2025.
In 2002, Hande HATUNOĞLU KURTULAN graduated from TED Ankara College and received her bachelor's degree in Statistics from Ankara University in 2006. In December 2009, she started to work as an Assistant Insurance Supervision Actuary at the Insurance Supervision Board of the Undersecretariat of Treasury (now the Ministry of Treasury and Finance). In 2012, she completed her master's degree in METU Department of Economics by submitting her master's thesis on "Efficiency Study in the Turkish Banking Sector after the BRSA Restructuring Program". Between 2015-2017, she completed her master's degree in Actuarial Sciences at Columbia University in New York, United States of America. Hande HATUNOĞLU KURTULAN, who has been serving as the Head of Department in the Life and Private Pension Supervision and Implementation Department since 2020, with the establishment of the Insurance and Private Pension Regulation and Supervision Agency (SEDDK), has been working as the Vice President of SEDDK since 22 November 2023. Hande HATUNOĞLU KURTULAN has been a Member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since 17 January 2024, and Deputy Chairman of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since 29 November 2024.
Dr. Osman YILDIZ was born in Kayseri. He completed his primary, secondary and high school education in Kayseri. He graduated from Ankara University with an honors degree with the title of Food Engineer and Agricultural Engineer. He graduated from Anadolu University, Department of Public Administration. After completing the "Master Engineer" in the Department of Food Engineering at AU Institute of Science and Technology, and the Doctorate program in the Department of Agricultural Economics, "He received the title of Dr. Science Specialist." He worked at the Turkish Statistical Institute. He was appointed as the Head of the Department of Management Information Systems and Statistics of the Ministry of Agriculture and Forestry in October 2019, while he was working as a lecturer at Karabuk University, Faculty of Engineering, Department of Industrial Engineering. YILDIZ served as Head of Strategy Development. YILDIZ, who was appointed as the President of the IPARD (Instrument for Pre-Accession Assistance in Rural Development) Managing Authority in May 2020, was assigned as a member of the Board of Directors of the Turkish Grain Board with the Presidential Decree No. 2020/253, published in the Official Gazette dated June 3, 2020. Between April 2020 and January 2021, he served as the acting Deputy Director General for General Directorate of Agricultural Reform and he was appointed as the Deputy Director General for Agricultural Reform with the Presidential Decree No. 2021/37 published in the Official Gazette numbered 31359 on January 9, 2021. Dr. YILDIZ, who has been serving as the Deputy Director General of Agricultural Reform since July 2023, has been appointed as the Director General of Agricultural Reform with the Presidential Decree No. 2024/263 dated August 10, 2024.
Between 2010 and 2019, he worked and consulted at the Ministry of Agriculture and Forestry on TÜKAS (Agricultural Production Registration System), TBS (Agricultural Monitoring and Information System), TARBİL (Agricultural Economic Research and Policy General Directorate), Agricultural Census, statistical analyses, project management, forecasting and decision-making methods, projections, and sector analyses.
He teaches and conducts scientific studies at the University on Engineering Economics and Cost Analysis, Engineering Statistics, Engineering Management, Statistical Quality Control, Process Management, Price Indices, Project and Risk Management, Management Information Systems, Production Management, Supply Chain Management and Sectoral Analysis. Occupational Health and Safety Specialist and Trainer, Dr. Osman YILDIZ has national and international articles and papers. YILDIZ, who speaks English, is married and has one child. He has been the Chairman of the Board of Directors of the Agricultural Insurance Pool (TARSİM) between 24 July 2023 - 4 August 2025. He has been a member of the board of directors of the Agricultural Insurance Pool (TARSİM) since August 4, 2025.
Işıl KONYA graduated from Hacettepe University, Department of Business Administration in 2007 and started her professional career as an assistant specialist at the (former) Undersecretariat of Treasury, General Directorate of Insurance in the same year. In 2011, she was appointed as an specialist with her thesis on "Insurance Fraud and Solution Suggestions, One of the Important Problems of the Insurance Sector".She worked in various departments such as Financial Monitoring and Surveillance Department, Intermediaries Department, Non-Life Regulation Department. In 2019, she completed her master's degree in Marketing at Hacettepe University. In the same year, she started her master's degree programme in European and International Commercial Law at the University of Vienna as a Jean Monnet Programme scholar and graduated in 2020.
With the establishment of the Insurance and Private Pension Regulatory and Supervisory Agency (SEDDK), she has been working as the Head of Department since 2021 and has been working as the Head of Intermediaries and Specialised Institutions Department since 2023. Since 25 October 2024, Işıl KONYA has been a member of the Board of Directors of the Agricultural Insurance Pool (TARSİM).
Özgür Bülent KOÇ was born in Ankara in 1975. He completed his secondary and high school education at Bursa Erkek High School and graduated from the Middle East Technical University (METU) Department of Industrial Engineering in 1996.
He began his professional career in July 1996 as a Risk Engineer and Reinsurance Specialist at Işık (Bereket) Insurance. He later served as the Technical and Reinsurance Manager at Işık Insurance, and in September 2007, he moved to the Türkiye Office of Willis Re as Director. After working in London and Türkiye offices for nearly 1.5 years, he started his new position as the founding General Manager of Neova Insurance in January 2009.
During his 13.5 years as General Manager at Neova Insurance; Between 2012 and 2022, he served as a Member and subsequently Chairman of the Insurance Information and Monitoring Center (SBM) Executive Committee, Chairman of the Participation Insurance Association established in 2015, between January 2016 and June 2019 Member of the Prime Ministry's Interest-Free Finance Coordination Board, between May 2018 and July 2022 Member of the Non-Life Management Committee of the Turkish Insurance Association, and finally, between July 2019 and July 2022 Member of the Assurance Account Management Committee.
Özgür Bülent KOÇ left his position at Neova Insurance in July 2022. As of March 2023, he became a Member of the Board of the Directors of T-Rupt Technology. In March 2023, he took on the role of Strategy and Project Consultant for Türk Reasürans and DASK (Turkish Natural Disaster Insurance Pool), and as of August 1, 2024, he was appointed as the First Deputy General Manager of Türk Reasürans.
Married with four children and fluent in English, Özgür Bülent KOÇ continues his duties as Acting General Manager of Türk Reasürans as of September 12, 2025, and as a Member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) as of December 10, 2025.
Mevlüt GÜMÜŞ graduated from Atatürk University, Faculty of Agriculture, as an Agricultural Engineer on 17 October 1980. In December of the same year, he began his Professional career at Van Agricultural Vocational High School. Between 1980 and 1988, he served as the Head of the Vineyard and Orchard Department, during which he also provided instruction in this field.In March 1988, he was appointed as the District Director of Agriculture and Forestry in the Eskipazar district of Çankırı province, a position he held until March 1992. In the same year, he was appointed as the Çankırı Provincial Director of Agriculture and Forestry, and in 1999 as the Eskişehir Provincial Director of Agriculture and Forestry. Between 2000 and 2002 he was temporarily assigned as the Provincial Director of Environment under the Governorship of Eskişehir. During this period, he also undertook duties as a Coordinating Director for training programs on stubble fires and erosion control.
In 2003, Mr. Gümüş was reappointed as the Eskişehir Provincial Director of Agriculture and Forestry. On 17 May 2012, he was appointed as Deputy Director General at the Generel Directorate of Plant Production under the Ministry of Agriculture and Forestry of the Republic of Türkiye. He subsequently served as Director General of the same institution on the Board of Directors of ÇAYKUR (General Directorate of Tea Enterprises).
Before teaching agricultural courses, he took Pedagogical Formation Course, English foreign language course, fruit and vegetable field and demonstration of registered corn, wheat and sunflower varieties and courses on variety introductions in field days with wide participation by farmers, and in 1994, he participated in theoretical and practical training in Virginia, United States of America (USA) within the scope of the Rural Development Project supported by the World Bank.
Married with two children, Mevlüt GÜMÜŞ continues his duty as the Deputy Chairman of the Technical Services Board in the Union of Chambers of Agriculture of Turkey and has been a Member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since April 8, 2025.
Bekir Engürülü was born in Zile, Tokat in 1967. He graduated from Söke Agricultural Technical High School in 1985 and from Agricultural Machinery Department of the Faculty of Agriculture at Selçuk University in 1991. During his 38 year-tenure at the Ministry of Agriculture and Forestry, he worked as technical staff, agricultural engineer, district manager, branch manager, department head and deputy general manager respectively. Between 2011-2020, he functioned as the Head of Agricultural Insurance and Natural Disasters Department at the General Directorate of Agricultural Reform. He retired from his duty as Deputy General Director of Agricultural Reform at the Ministry of Agriculture and Forestry, which he started in January 2020, on April 17, 2023.
He was directly involved in the making of the Turkish Agricultural Insurance Law. He has also been acting as a decision maker in relation to the agricultural insurance system for 18 years. He is experienced in Agricultural Insurance, Risk Management in Agriculture, Global Climate Change, Agricultural Machinery and In-Service Training. He is the co-author of 22 published books that are used in in-service training. He participated as a guest speaker at national and international conferences and symposiums on Risk Management in Agriculture, Agricultural Insurance and Climate Change, made statements and made presentations on various national and international platforms. He offers agricultural insurance course at the School of Financial Sciences at Hacı Bayram Veli University. He has been a member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since February 10, 2020. He became the General Manager of Agricultural Insurance Pool Management on April 17, 2023. Since 10 May 2023, Bekir ENGÜRÜLÜ has been a member of the Board of Directors of the Agricultural Insurance Pool (TARSİM).
