The Law assigns duties and responsibilities to the Board of Directors of the Agricultural Insurance Pool to determine the implementation principles for the operation of the Pool, the principles and procedures for loss assessment procedures, to enter into agreements with insurance companies and Agricultural Insurance Pool Management Company that wish to operate in the field of agricultural insurance within the scope of the Law, to carry out and propose studies to determine the risks to be covered and premium support, to identify problems encountered in practice and to carry out studies to resolve them. The Board consists of seven members, two each from the Ministry of Agriculture and Forestry and the Ministry of Treasury and Finance, and one each from the Insurance Association of Turkey, the Union of Chambers of Agriculture of Türkiye and the Agricultural Insurances Pool Management Company. The first members of the Board, who served for three years, were appointed on 16 January 2006 with the approval of the Minister and started their duties.
He was born in Kayseri. He completed his primary, secondary and high school education in Kayseri. He graduated from Ankara University with an honors degree with the title of Food Engineer and Agricultural Engineer. He graduated from Anadolu University, Department of Public Administration. After completing the "Master Engineer" in the Department of Food Engineering at AU Institute of Science and Technology, and the Doctorate program in the Department of Agricultural Economics, "He received the title of Dr. Science Specialist." He worked at the Turkish Statistical Institute. He was appointed as the Head of the Department of Management Information Systems and Statistics of the Ministry of Agriculture and Forestry in October 2019, while he was working as a lecturer at Karabuk University, Faculty of Engineering, Department of Industrial Engineering. YILDIZ served as Head of Strategy Development. YILDIZ, who was appointed as the President of the IPARD (Instrument for Pre-Accession Assistance in Rural Development) Managing Authority in May 2020, was assigned as a member of the Board of Directors of the Turkish Grain Board with the Presidential Decree No. 2020/253, published in the Official Gazette dated June 3, 2020. Between April 2020 and January 2021, he served as the acting Deputy Director General for General Directorate of Agricultural Reform and he was appointed as the Deputy Director General for Agricultural Reform with the Presidential Decree No. 2021/37 published in the Official Gazette numbered 31359 on January 9, 2021. Since July 2023, he has been serving as the acting Director General for Agricultural Reform.
Between 2010 and 2019, he worked and consulted at the Ministry of Agriculture and Forestry on TÜKAS (Agricultural Production Registration System), TBS (Agricultural Monitoring and Information System), TARBİL (Agricultural Economic Research and Policy General Directorate), Agricultural Census, statistical analyses, project management, forecasting and decision-making methods, projections, and sector analyses.
He teaches and conducts scientific studies at the University on Engineering Economics and Cost Analysis, Engineering Statistics, Engineering Management, Statistical Quality Control, Process Management, Price Indices, Project and Risk Management, Management Information Systems, Production Management, Supply Chain Management and Sectoral Analysis. Occupational Health and Safety Specialist and Trainer, Dr. Osman YILDIZ has national and international articles and papers. YILDIZ, who speaks English, is married and has one child. He has been the Chairman of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since 24 July 2023.
In 2009, he graduated from Ankara University, Faculty of Political Sciences, Department of Business Administration (Major) and Department of Political Science and Public Administration (Minor). Between 2017-2019, he completed his master's degree abroad in the University of Illinois, Gies College of Business, MS in Finance program. In 2010, he started his career as an Assistant Insurance Supervision Specialist at the Undersecretariat of Treasury Insurance Supervision Board. He was appointed as an Insurance Audit Specialist subsequent to succeeding in the qualification exam held in 2014. After the establishment of the Insurance and Private Pension Regulation and Supervision Agency, he was appointed as the Head of the Department of Intermediaries and Specialized Institutions in 2021, and he still continues this duty. Since 2020, he has been giving trainings on basic insurance accounting and technical provisions at the Turkish Insurance Institute Foundation. As the representative of the institution, he has been a Member of the General Assembly of the Tax Council and a Member of the Board of Directors of the Agricultural Insurance Pool since 07.11.2022.
He was born in Kayseri province, Pınarbaşı district. He graduated from Kayseri Şeker High School, Ankara University Faculty of Agriculture Department of Field Crops. He has a master's degree in Business Administration, Department of Organisation Management at Dumlupınar University. He worked as a Deputy Advisor in the Turkish Grand National Assembly, and as Private Secretary of the Prime Ministry State Minister.
He worked at Dumlupınar University and Pazaryeri Vocational School Directorate which was established in 2008 and affiliated with Bilecik Şeyh Edebali University. At the same time, he carried out Söğüt Vocational School Director and Bilecik Faculty of Economics and Administrative Sciences Faculty Secretary at the same universities. In addition to his administrative duties, he carried out Dumlupınar University Senate Membership, Bilecik Şeyh Edebali University Founding Senate Membership, Academic Staff Recruitment Jury Chairman, District Municipality Advisory Board Member. He served as District Human Rights Commission Member, District Public Education Development Commission Member, Youth Centers Provincial Commission Member, District Strategic Planning Quality of Life Commission Chairman and Member, Taekwondo Federation Board Member, Taekwondo Federation Honorary Board Member, Spor Toto Lotto Board Member. During his administrative duty at the university, he lead to opening of Medical and Aromatic, Organic Agriculture, Cosmetics, Medical Representation, Industrial Design, Textile and Natural Stone Decoration Programs and conducted vocational and practical courses in these Programs. Since 2010, he worked as an Engineer at the Abolished General Directorate of Protection and Control at the Ministry of Agriculture and Forestry, and as a Natural Disasters Coordinator at the General Directorate of Agricultural Reform, Department of Agricultural Insurance and Natural Disasters between 2011-2020. He attended to the Conferences on climate change and disaster works, Capacity Building in the Field of Environment, Workshop on Determining National Policies for Disaster Risk Reduction in Turkey, Safer Agriculture for Rural Workers and Van Earthquake, Elazığ-Malatya Earthquake, Kahramanmaraş Earthquake for producers. He also carried out national and international studies on Agricultural Insurance.
He has been working as the Head of Department of Agricultural Insurance and Natural Disasters since January 2020.
In 2002, Hande HATUNOĞLU KURTULAN graduated from TED Ankara College and received her bachelor's degree in Statistics from Ankara University in 2006. In December 2009, she started to work as an Assistant Insurance Supervision Actuary at the Insurance Supervision Board of the Undersecretariat of Treasury (now the Ministry of Treasury and Finance). In 2012, she completed her master's degree in METU Department of Economics by submitting her master's thesis on "Efficiency Study in the Turkish Banking Sector after the BRSA Restructuring Program". Between 2015-2017, she completed her master's degree in Actuarial Sciences at Columbia University in New York, United States of America. With the establishment of the Insurance and Private Pension Regulatory and Supervisory Authority (SEDDK), Ms. Hande HATUNOĞLU KURTULAN, who has been working as the Head of Department in the Life and Private Pension Surveillance and Implementation Department since 2020, has been serving as the Vice President of SEDDK since 22.11.2023 and is a Board Member of the Agricultural Insurance Pool as of January 2024.
Selva Eren was born in Istanbul in 1975. She graduated from the Department of Economics in the Faculty of Economics at Istanbul University in 2000. She pursued her Master's degree at San Diego State University from 2001 to 2003. She began her career in the United States and continued as an entrepreneur between 2004 and 2008. She entered the insurance industry in 2009 and specialized in reinsurance. Accordingly, she founded the Rönesans Reasürans ve Sigorta Brokerlik A.Ş. She served as a Board Member of the International Competition and Technology Association between 2016-2018. In 2017, she became the founding partner and board member of the Clean Energy Agency. Selva Eren was appointed as the CEO of Türk Reasürans A.Ş. by the Ministry of Treasury and Finance on September 6, 2019 and still serves as the Board Member and the CEO of Türk Reasürans. Selva Eren is also a Board Member at the Agricultural Insurance Pool.
She was born in Çorum in 1977. In 1999, she graduated from Ankara University, Faculty of Agriculture, Department of Agricultural Structures and Irrigation. She completed her master's degree in Ankara University, Institute of Science, Department of Agricultural Structures and Irrigation in 2002. In 1999, she started to work in the Union of Chambers of Agriculture of Turkey, in the Directorate of Organization and Chambers, where communication between the Chambers of Agriculture and farmers is provided. She still works as a Technical Consultant in the Technical Services Board Presidency of the Union of Chambers of Agriculture of Turkey. She mainly works on credit utilization in the agricultural sector, farmers' loan debts, agricultural land use and protection, GMO products and production, farmer's log and farmer certificate, hot climate cereals, oilseed crops, tubers and root crops, natural disasters. She has been in the system as the representative of TZOB since the preparation of the Agricultural Insurance Law and has been working on agricultural insurance practices for 17 years. He has been a Member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since January 26, 2022.
Bekir Engürülü was born in Zile, Tokat in 1967. He graduated from Söke Agricultural Technical High School in 1985 and from Agricultural Machinery Department of the Faculty of Agriculture at Selçuk University in 1991. During his 38 year-tenure at the Ministry of Agriculture and Forestry, he worked as technical staff, agricultural engineer, district manager, branch manager, department head and deputy general manager respectively. Between 2011-2020, he functioned as the Head of Agricultural Insurance and Natural Disasters Department at the General Directorate of Agricultural Reform. He retired from his duty as Deputy General Director of Agricultural Reform at the Ministry of Agriculture and Forestry, which he started in January 2020, on April 17, 2023.
He was directly involved in the making of the Turkish Agricultural Insurance Law. He has also been acting as a decision maker in relation to the agricultural insurance system for 18 years. He is experienced in Agricultural Insurance, Risk Management in Agriculture, Global Climate Change, Agricultural Machinery and In-Service Training. He is the co-author of 22 published books that are used in in-service training. He participated as a guest speaker at national and international conferences and symposiums on Risk Management in Agriculture, Agricultural Insurance and Climate Change, made statements and made presentations on various national and international platforms. He offers agricultural insurance course at the School of Financial Sciences at Hacı Bayram Veli University. He has been a member of the Board of Directors of the Agricultural Insurance Pool (TARSİM) since February 10, 2020. He became the General Manager of Agricultural Insurance Pool Management on April 17, 2023.
